Citizens of Woodbury, here's what's going to happen. The opposition is going to:

Attempt to assassinate the character of an individual bestowed with a Woodbury Public Safety Medal of Achievement for promoting public education to reduce fires.

Shout "don't vote for that person..", without saying who should be voted for so their political ties and agenda are not exposed.

Withold documentation to support false claims. They will cite their own self-proclaimed and unverified publishings as evidence without corroboration from an independent or verifiable source.

Let's address the lies:

Woodbury Heights Fire Department

The City of Woodbury's fire department's legal name is the "City of Woodbury, Department of Public Safety, Fire Services Division"; legally they are not the 'Woodbury Fire Department', according to the State of Minnesota as of October 7, 2018.

Woodbury Fire was formed with the State of Minnesota in 2006, different than the "Woodbury Volunteer Fire Department" which was dissolved by the State of Minnesota in 1997. More information about the history of the Woodbury Heights Fire Department is available on their website. Woodbury Fire's mission was to prevent fires outside of the City of Woodbury by teaching the lessons learned from a fire in 2005 that killed three individuals.

The City of Woodbury argued to force a name for the specific reason of avoiding confusion for people. The City of Woodbury affirmed the quality of Woodbury Heights Fire Department programs, the issue was that they were not available from the City of Woodbury, as the City had cut prevention education programs in 2012. The City of Woodbury sued Woodbury Fire in 2016; the court order is below:

The Woodbury Heights Fire Department (EdQuest, Inc.) is an OSHA regulated 1910.156 firefighting organization. Minnesota Statutes MS424A.001 Subd. 2 defines a fire department as a Minnesota Chapter 317A "independent nonprofit firefighting corporation". The entity is also an an IRS 501(c) public charity that focuses on fire prevention education.

OSHA regulation 1910.156(b)(1) requires that such an entity have a "chief"; I am the individual designated as "chief" of the Woodbury Heights Fire Department.

The Minnesota State Fire Marshall does not form fire departments, as that is the responsibility of the Minnesota Secretary of State for Chapter 317A nonprofit or municipal corporations; the Minnesota State Fire Marshall issues FDID numbers for organizations choosing to optionally report into the National Fire Incident Reporting System (NFIRS).

Falsification of Fire Data

The City of Woodbury published fire data misstates reality by 40% (see below) for last year (2017).

The Minnesota State Fire Marshall publishes fire statistics for Woodbury Minnesota. The Minnesota State Fire Marshall reports 34 fires for Woodbury in 2011 to 59 fires in Woodbury in 2017. The math is (59-34=25; 25/34=75%). This is a 74% increase in loss of life or property caused by fires in the City of Woodbury.

The Minnesota State Fire Marshall reports 59 loss of life or property fires in Woodbury in 2017 versus the City of Woodbury's own report of just 42 loss of life or property fires (page 55 line 2a). The math is (59-42=17; 17/42= 40%). There is a considerable difference between data reported by the City of Woodbury and data recorded at the State level.

Similarly for 2013 City of Woodbury falsely reported 96% success (25 of 26 fires). but the Minnesota State Fire Marshal reports 39 loss of life or property fires for Woodbury, when the REAL 'success' rate is 25/39 or just 64%, a misstatement of success by a factor of eight. (96-64=32; 32/4=800%)

There is a 50% difference between Woodbury published fire data and the real data published by the State of Minnesota (39-26=13 13/26=50%) according to the Minnesota State Fire Marshall's published reports for 2013.

Criminal Investigation into Woodbury Employees

The City of Woodbury employees are being investigated for criminal acts against Woodbury Heights Fire Department and Mr. Braun. ICR WB 18027378 is a report about illegal theft of 47 CFR 222 federally protected telecommunications records by the City of Woodbury.

Public employees of the City of Woodbury, using municipal social media, are spreading intentionally misleading rumors about both Mr. Braun and the Woodbury Heights Fire Department is in violation of MN Statute 609.43. These violations include "intentionally and unlawfully injur[ing] another", misrepresenting the Order of the Court requested by the City of Woodbury for the Woodbury Heights Fire Department and misrepresenting the Federally required worker safety OSHA 1910.156 'chief' position required by 1910.156(b)(1).

Water Contamination

There are PFCs in the ground where Woodbury gets their water.

The CDC's ATSDR sets the Minimum Risk levels for chemicals including PFCs, not the EPA. Woodbury has 26 to 49 ppt of PFCs in five of nineteen untreated municipal drinking water wells, but confusingly, the City of Woodbury likes to use a different 'range' of PFC level, ppb instead of ppt, so they say they have 0.049 ppb of PFCs in the water which is the same as saying 49 ppt.

The EPA had a PFC standard at 300 ppt as their 'action level', when the law required municipal action; that standard was then lowered to 70 ppt.

The Minnesota Department of Health has a lower PFC standard, below 28 ppt.

The CDC has a 7 ppt PFC standard as the Minumum Risk level.

Woodbury mixes PFC contaminated well water with non-PFC contaminated water to make the water you drink less PFC contaminated 'per gallon', to meet the 'letter' of the regulation, but it is still pumping PFCs into the municipal water system.

Like DDT, PFCs stay in your body for years and years, so it may take twenty or so years for some PFCs to naturally leave your body; PFCs are endocrine disrupters which cause changes to your hormones and cause other biological systems in your body to not work correctly.
